IGT Is Betting Online Big-Time (The Motley Fool)

Slot-machine maker International Game Technology (NYSE: IGT - News) looks poised to jump on the bandwagon of companies that are increasing their stake in online gaming. The company plans to acquire Double Down Interactive, one of the biggest virtual casino operators on Facebook.

What's it all about?
Under this deal, IGT will pay $250 million in cash and $85 million in retention payments over the next two years. Additionally, IGT will pay up to $165 million to Double Down, depending on the latter's performance in the next three years.

All in all, this looks like a large amount to pay for a company the size of Double Down, but it's not as if IGT can't afford it. IGT generated over $400 million in free cash flow over the last year.

So is the cash worth it?
This deal will certainly broaden IGT's scope of operations. Already a seller of gaming equipment to casinos, it will now be able to sell virtual products to virtual casinos as well. Being the third-largest social gaming application, Double Down may well provide IGT with a valuable foothold in casino-style social gaming.

Double Down has significantly increased its user count, to 4.7 million now from 3.3 million in October last year, as it capitalizes on the rapidly growing online gaming industry. The industry in itself is expected to grow to $30 billion in 2012 from $20 billion in 2010. What I do like about the deal, however, is the exposure to a new and complementary set of gamers, which is sure to drive IGT's fiscal 2012 earnings. But there's another, larger aspect to it.

What's the catch?
The Double Down deal would mean that IGT is investing around $100 for each one of the former's roughly 5 million users. Now that's a lot of money, something that can be justified only if we consider the potential big bucks IGT can earn if online gambling is legalized. In fact, legalization of online poker would be a dream come true for the casino and gaming industries, something that may be fast becoming a reality as the Justice Department considers doing away with the ban on online gambling.

However, IGT isn't alone. Facebook game maker Zynga (Nasdaq: ZNGA - News) has about 30 million players for its online poker game and could be a great partner for a big branded casino. Industry titan MGM (NYSE: MGM - News) has already partnered with Bwin.Party, and Boyd Gaming and is likely putting pressure on other operators to get a foothold in the space while they still can. IGT could be in for a lot of trouble if an operator inks a deal with Zynga.

Stakes in online gambling will be lower than those at real casinos. Nevertheless, the company's exposure to a widespread online audience should create abundant volumes to push up revenue. Looking at it from that aspect, $500 million doesn't seem particularly extravagant to me, after all.

The Foolish bottom line
This deal could very well be IGT's royal flush. The company seems to be banking on potential revenue based on the expectations that online poker will be legalized. Till then, let's keep our fingers crossed on this one.

Ice Cream Sandwich build leaked for the Nexus S 4G, looks to be release quality

An internal testing Ice Cream Sandwich ROM for the Samsung Nexus S 4G has been leaked out of Sprint, containing a new software modem, bootloader, and a 4.0.4 build.  Some are reporting this is the final version and we'll soon see an OTA for the NS4G, but that's speculation at this point.  We do know that this seems to run smoothly, with everything working including the Wimax radio.  It's build number IMM26, with a final kernel build and the ROM is signed with release keys which makes it pretty likely.

Of course the OTA for the Nexus S 4G can't come soon enough for many users, who have seen the 3G version of the Nexus S and the Motorola Xoom get their ICS builds pushed to them.  We have to remember that Sprint not only has more network testing involved in their version, but the addition of Google Voice integration and Google Wallet means their release cycle will be longer.  I'll go out on a limb and say Nexus S 4G users will see ICS released long before any other handset gets it, even if it's not imminent.  We've seen extremely stable builds of Android 4.0 for the NS4G for a while now, and you know the developers already have their hands dirty (trust me, they are all over it) using tonight's leaked files to make things even better.  If you're not the type who follows the manufacturers update path, hit your favorite ROM developer in a day or two.

Strike on summit day shows task at hand

(AP) ? German Chancellor Angela Merkel and other European leaders meeting for a summit will only have to look out of the window to see the biggest problem with their steady diet of austerity and belt-tightening to fix the financial crisis: disgruntled workers organizing a nationwide strike to protest the direction in which Europe is heading.

That is, if the 27 government leaders can even get to European Union headquarters in time for Monday's meeting.

Belgium's three main unions are joining hands as of late Sunday in a 24-hour strike to protest national budgetary measures that have in part been imposed on Belgium by the EU. If the country hadn't met cost-cutting targets, financial sanctions would have been imposed.

Instead of a beacon for a better future, many Europeans are starting to see the EU as a death knell, one that is suffocating them with austerity instead of supporting them with job-boosting measures.

"We fully understand the sentiments of all Europeans, especially here in Belgium, where we are so close, the frustrations and doubt and the worries," European Commission President Jose Manuel Barroso said.

The question is where to find money to boost growth when debt is preoccupying everyone. The austerity measures raise taxes and cut benefits for hundreds of thousands of workers in Belgium. And Monday's strike has been mirrored in many other member states.

Overall, 23 million people are jobless across the EU, 10 percent of the active population.

"Europe has to offer jobs, social protection and perspective for the future. Otherwise it risks losing the support of its citizens," said the strike manifesto of the ACV union.

For Monday, Thalys and Eurostar bullet trains to Brussels have already been cut, one airport has been closed and Brussels international airport is expecting heavy disruption. Contingency plans have been made to get the 27 European leaders to the center of Brussels, but even then convoys could end up in choking traffic if workers block the capital's beltway during morning rush hour.

No major demonstrations are planned but the union leaders will head to the summit site to deliver a symbolic "eurobond" ? pressing for a joint pooling of debt in the eurozone, a measure that has been steadfastly opposed by Germany.

The noise of workers and lack of growth is having a profound impact on Monday's summit.

Even if the debt crisis in Greece will take center stage for part of the meeting, "at the same time, we need to take active measures to enhance growth and competitiveness and above all create jobs," EU president Herman van Rompuy said.

The leaders, though, will be happy to learn that Greece and investors who own its bonds have reached a tentative deal to significantly reduce the country's debt and pave the way for it to receive a much-needed euro130 billion bailout.

Negotiators for the investors announced the agreement Saturday and said it could become final within the next week. If the agreement works as planned, it will help Greece remain solvent and help Europe avoid a blow to its already weak financial system, even though banks and other bond investors will have to accept multibillion-dollar losses.

Still, it doesn't resolve the weakening economic conditions in Greece and other European nations as they rein in spending to get their debts under control.

Under the agreement, investors holding euro206 billion in Greek bonds would exchange them for new bonds worth 60 percent less.

Without an agreement, bankruptcy would loom large for Greece and raise a big question mark over the euro currency shared by 17 nations.

Another divisive issue is a German proposal that debt-ridden Greece temporarily cede sovereignty over tax and spending decisions to a powerful eurozone budget commissioner before it can secure further bailouts.

The idea was quickly rejected by Barroso's Commission and the government in Athens, both insisting the budget remain a national prerogative.

At the same time, the EU also has to deal with an increasingly tough labor market.

Spain's brutal unemployment rate has soared to nearly 23 percent and closed in on 50 percent for those under age 25, leaving more than 5 million people ? or almost one out of every four ? out of work as the country slides toward recession.

To help jump-start the EU toward more growth and employment, the EU Commission is proposing to the summit leaders to redirect euro82 billion in existing funds toward countries in dire need of help to fix their labor market.

Giants' front four set to go after Pats QB Brady (AP)

EAST RUTHERFORD, N.J. ? Defense for the New York Giants starts with the front four.

Stopping the run and forcing the opposition into passing situations will let loose possibly the best group of pass rushers in the NFL. It was the formula the Giants used in 2008 in pounding Tom Brady and stunning the previously unbeaten New England Patriots in the Super Bowl ? and the game plan hasn't changed for next weekend's title game rematch in Indianapolis.

The Giants (12-7) want Brady on edge every time he passes. Throw a ball. Expect to be hit. Even the threat of being hit might be enough to influence a play. And that just might be the difference with a ring at stake.

"Look at `07. That was pretty much the reason why we were in the game, because we kept him off-rhythm," defensive end and captain Justin Tuck said. "Obviously he is the main reason why (they) are successful. The way to kill the snake is to take off his head. The way to kill an offense as potent as that one is making sure you take care of Brady. Our defensive front will put a lot of pressure on itself to make sure that we do our best to get after him."

The Giants finished tied for third in the NFL in the regular season with 48 sacks, including 11 in victories over the Jets and Cowboys in winning the NFC East title. They have added nine more in their three playoff wins.

What makes the pass rush so formidable is that it's not only four guys. The Giants' line is eight deep. All Pro Jason Pierre-Paul led the team with 16 1/2 sacks in his second season, while Osi Umenyiora added nine in only nine games. Tuck and backup defensive end Dave Tollefson had five apiece, Chris Canty added four and fellow tackle Linval Joseph had two. There's also linebacker Mathias Kiwanuka, who had 3 1/2 sacks playing as a lineman in passing situations.

Defensive coordinator Perry Fewell says not only does his line get to the quarterback, they get on each other. When the linemen hold their meeting, it's more than a review of the game or practice ? it's trash-talking time.

"We compete amongst each other and if Justin gets a sack, I want two," Pierre-Paul said. "If I want two, then Osi wants three. Basically you can say that we are greedy but in a good way, to help our team out. We try to get there quick enough to help our secondary cover better and try to get to the quarterback as fast as we can."

Kiwanuka said the presence of so many pass rushers pushes everyone.

"We have a number of guys, you look at the roster, Dave Tollefson is a guy who came on and had a strong year and played very well," Kiwanuka said. "From top to bottom, in that room, we have guys who could be starting on other teams. We're just not fighting for sacks. We are fighting for playing time as well. Everybody want to be the guy but at the end of the day, it's about the win and that's what also is important."

Brady knows what to expect. In the Giants' 17-14 Super Bowl win in Arizona, he absorbed five sacks and was hit nine times, although the Giants insist the hit total was a lot higher.

"They can rush the passer. There's no doubt about that," Brady said. "In playing them before, you understand that they can ? they stripped sacked us on our own 10-yard line or something like that when we played them last. They get a lot of turnovers. They put a lot of pressure on you with their front four. They have a big, physical group that plays really well together. You watch them play against the 49ers; they played a great game defensively. They gave up two points against Atlanta which was on a defensive score. They're a great football team, they have a great defense. Every time we play them, it's, you talk about their defense, their pass rush."

One thing that separates the Giants' pass rush from other teams is its speed. In passing situations, New York many times lines up Pierre-Paul, Tuck, Umenyiora and Kiwanuka ? or four defensive ends. They bring a quickness that Patriots guards Logan Mankins and Brian Waters usually don't see.

And that could put the head of the snake in danger.

"Hey, if that's the analogy that they're taking then that's what it is," New England receiver Deion Branch said. "I think our job is to go out and protect our guy, protect the snake so he doesn't get his head cut off. But, hey, that's Justin. He's a great player. Trust me, we truly respect that guy, respect what he's done for the league, what he's doing for his team, but we can't worry about that part. We have to worry about what we're doing and the snake will do his part."

Brady does have something else to worry about. Not only are the Giants getting to the passer, New York's secondary has settled down after a season of miscommunication. Matt Ryan, Aaron Rodgers and Alex Smith frequently had to go to second and third options in recent weeks because the secondary took away the primary receiver, giving the line more time to get to the quarterback.

And the Giants intend to get to Brady again.

Umenyiora remembers talking to Michael Strahan at breakfast on the morning of Super Bowl XLII.

"Strahan was just talking, being loud, his usual self, whatever, and I'm usually the one who is joking around, but I was dead serious that morning," Umenyiora said. "I was like, `Stray, in order for us to win this game we're going to have to get to the quarterback, we're going to have to really get to him.'

"He was like, `Yeah, yeah, whatever.' I made him put his fork down, and I was like, `I'm dead serious, man, we have to do this.' And he was like, `All right, cool,' and he stopped joking around then and he was all business and we went out there and took care of it."

Umenyiora has that same feeling, even a sense of anger that the Giants are once again the underdogs despite beating the Patriots 24-20 in New England in November.

"Most people picking this game will say they're going to win this game, but we know at the end of the day we're going to have to get to him as often as we can if we're going to win this football game. And that's exactly what we plan on doing," Umenyiora said.

Port Townsend mayor, others vow to protect Port Townsend-Whidbey Island ferry route

PORT TOWNSEND ? Ferry service between Port Townsend and Coupeville eventually could be in jeopardy if a funding source is not put in place, but the route has enough support to protect it, according to the Port Townsend mayor.

?We have a lot of good allies who will keep this from happening,? David King said.

?This isn?t just about Port Townsend. It?s about the entire Olympic Peninsula,? he added.

?It?s a security measure as well as a transportation measure. The ferry is a vital part of the transportation network

?You can?t cut off an arm and expect the body to function.?

Sen. Mary Margaret Haugen, D-Camano Island, the chairwoman of the Senate Transportation Committee, said she would not permit the route to be cut.

?The governor?s staff and agency staff were asked to determine what kinds of cuts would need to be made to account for the decline of our gas tax revenues which fund transportation,? Haugen said in an email.

?They?ve identified the size of the problem, but the solution lies with the Legislature.

?They can make all the suggestions they want, but we write the budget, and as long as I?m here, no boats will be cut.?

Sen. Jim Hargrove, a Democrat from Hoquiam who represents the 24th District, said, ?I line up behind her to make sure? the cut doesn?t happen, under any circumstances.

Said Rep. Kevin Van de Wege, a Democrat from Sequim who also represents the 24th District, which covers the North Olympic Peninsula:

?I think that ferry routes getting cut is pretty unlikely at this point. There are so many things up in the air, but I think we will be able to find alternative sources.?

Washington State Ferries spokeswoman Marta Coursey said Wednesday that the possibility of eliminating five routes, including the Port Townsend-Coupeville route, was constructed to serve as an illustration only for purposes of demonstrating what would happen if the state ferries system doesn?t receive adequate funding beyond 2013.

Ferry service between Port Townsend and Coupeville, and on four other routes in the state, could be eliminated under a worst-case funding scenario presented by state Transportation Secretary Paula Hammond in a State of Transportation address last week.

?We needed to illustrate what a no-new-revenue, no-new-transfer system might look like,? Assistant Transportation Secretary David Moseley said then, according to the Everett Herald.

Ferry Advisory Committee Chairman Tim Caldwell said service is safe through 2013.

Caldwell referred to Assistant Transportation Secretary David Moseley?s December presentation to the Jefferson County Chamber of Commerce discussing a possible transportation support measure that could be presented to voters in November.

?There are a lot of steps involved,? Caldwell said.

?People understand that a lot of things need to happen before we lose service.?

?We?ve [saved the service] before,? said former Mayor Michelle Sandoval, now a Port Townsend City Councilwoman.

?We can do it again.?

After the Steel Electric-style ferries were taken out of service in 2007, ferry service was provided by a single boat leased from Pierce County.

Three new 64-car ferries were built to operate on the route, with the third, the MV Kennewick, scheduled to take over from the MV Salish sometime this month.

A decision on the service date could be made Friday, Coursey said.

Cuba?s Fidel Castro derides GOP field as ?greatest competition of idiocy and ignorance? ever seen (The Envoy)

Cuba's Fidel Castro weighed in on the GOP field Wednesday ahead of next week's Florida GOP primary vote.

The former Cuban leader, 85, whose 1959 Communist takeover of the island nation prompted the exodus of many of those whose families now comprise Florida's politically influential Cuban American community, took to official state media organs to blast the Republican primary contest, the Associated Press's man in Havana Paul Haven reported.

"The selection of a Republican candidate for the presidency of this globalized and expansive empire is?and I mean this seriously?the greatest competition of idiocy and ignorance that has ever been," Castro wrote in an opinion column carried by a Cuban state paper, Haven wrote.

Castro officially stepped down as the head of the country's communist party last year, turning power over to his brother Raul Castro. His brother officially succeeded him as Cuba's president in 2008.

But the aging revolutionary still exerts a powerful psychological hold on Florida's Cuban America community---and thus on local and national politics. He has managed to outlast eleven U.S. administrations.

Asked at Monday's Tampa GOP primary debate what he would do if he got a 3 a.m. call that Castro had died, Mitt Romney responded that he would "thank Heavens" that Castro had at last "returned to his maker."

"I don't think Fidel's going to meet his maker," Newt Gingrich replied. "I think he's going to go to the other place."

Gingrich, speaking Wednesday at Florida International University, chastised President Obama for supporting the Arab spring pro-democracy revolutions, while not calling for a "Cuban spring" closer to home.

"I don't think it occurs to a single person in the White House to look south and propose a Cuban spring," Gingrich said in the speech to the Florida International University College Republicans, the Miami Herald reported.

With the exception of owner Jeffrey Lurie explaining that, if he didn?t expect the team to be better in 2012, he would have made a coaching change, Eagles management has been conspicuously quiet in the early stages of the offseason.? Eagles G.M. Howie Roseman has broken the silence.? Not surprisingly, he says that the team will be better in 2012.

Roseman spoke with Reuben Frank of CSNPhilly.com on Tuesday, from the Senior Bowl.? ?We were 8-8, and we have work to do,? Roseman said.? ?We?ve got to look at everything we?re doing and make sure we evaluate it honestly and learn from our mistakes.? We?ll study everything around the league, the way everybody else does things, and we?ll get better.

?I?m not going to sit here in a bubble and say, ?We?re so great.?? When we look back, there are things we wish we had done better.? I can get better, we all can get better.?

If Roseman were to say, ?We?re so great,? the bubble in which he would be sitting would be one of delusion and/or drunkenness.? Though the four-game winning streak to end the season is encouraging, the Eagles failed miserably in 2011, especially given the standards they not only established but embraced.? On PFT Live, Eagles president Joe Banner declared that the line between success and failure wasn?t making the playoffs but winning the Super Bowl.

?Obviously, when we?re sitting here at the Senior Bowl and not the Super Bowl, it?s not where you want to be,? Roseman said.? ?So we have to get better, and we?ll look at every facet of the team and every avenue possible to improve and make sure next year is different.?

Roseman, like Lurie, believes that will happen.? ?It always starts with your head coach and quarterback, and we are so fortunate to have Andy Reid and Michael Vick in those spots, and we feel like that gives us a chance,? Joe Paterno, revered coach tainted by scandal, dies (Reuters)

STATE COLLEGE, Pennsylvania (Reuters) ? Penn State's Joe Paterno, the winningest coach in major college football history who was fired in November over a child sexual abuse scandal involving an assistant that rocked America, died on Sunday of lung cancer. He was 85.

Paterno won adoration from fans of the highly successful and profitable Penn State football program and they unleashed invective at the university board of trustees who fired him unceremoniously after 46 years as head coach, tarnishing his outsized legacy.

Equally outraged were his critics and advocates for victims of sexual abuse who faulted Paterno for his relative inaction upon hearing an accusation that former defensive coordinator Jerry Sandusky had sexually abused a young boy in the Penn State football showers in 2002.

Paterno told university officials but not police, opening him to criticism that he protected an accused child molester for nine years.

Sandusky, 67, who has maintained his innocence, faces 52 criminal counts accusing him of sexually abusing 10 boys over 15 years, using his position as head of a The Second Mile, a charity dedicated to helping troubled children, to find his victims. The court placed him under house arrest.

Waves of mourners descended on a makeshift shrine to Paterno outside the university's Beaver Stadium. They draped an American flag on a statue of Paterno and wrapped its neck with a Penn State scarf.

Sobbing at the statue's feet was Dana Gordon, a 1982 graduate who blamed the school's board of trustees for hastening Paterno's death by firing him in a "callous way."

"The way the board treated him took a lot of the fight out of him," Gordon said.

Later, a few thousand mourners braved freezing cold temperatures to attend a vigil. Many held candles while the football team's marching band played somber music, including "Amazing Grace."

"I am not only a better player because of him, but also a better person as well," Penn State quarterback Matt McGloin said in a ceremony that made only vague references to the scandal. "This guy was not only a football coach. He was also a father, a husband, and I consider him a friend."

The scandal raised questions about the measures the university took to protect Sandusky and a football program that Forbes magazine estimated made a profit of $53 million in 2010, especially since accusations against him first surfaced in 1998. At that time a university police detective admonished Sandusky to stop showering naked with boys but stopped short of bringing criminal charges.

One of the biggest scandals in college sports history, it provoked a national discussion about pedophilia in the same way charges involving Roman Catholic priests did years earlier.

The matter also drew impassioned arguments about the balance between protecting the young and the rights of criminal defendants, who are presumed innocent until proven guilty.

"I hope his passing and the controversy surrounding Sandusky will deter other people, especially powerful people, from covering up child sex crimes," said David Clohessy, director of Survivors Network of those Abused by Priests, a support group.

"Even decades of professional achievement should not obscure dreadfully reckless and callous inaction that results in child sex crimes," Clohessy said.

Sandusky issued a statement sending condolences to the Paterno family but did not mention the investigation.

"Nobody did more for the academic reputation of Penn State than Joe Paterno. He maintained a high standard in a very difficult profession," Sandusky said.

Paterno won a reputation for making sure his players graduated and one of the program's mottos was "Success With Honor."

Paterno's downfall was spectacular. For decades he was a symbol of vitality who patrolled the Penn State sidelines with unchallenged authority, easily recognizable by his thick eyeglasses and jet-black hair that grayed a little in his later years. His two national championships, in 1982 and 1986, won him enduring loyalty from fans who affectionately called him "JoePa."

In the end, he was confined to a wheelchair upon breaking his hip in a fall one month after being fired, and he wore a wig after losing his hair to chemotherapy, according to the Washington Post, which interviewed Paterno about a week before his death.

Paterno was surrounded by family when he died 9:25 a.m. on Sunday of metastatic small cell carcinoma of the lung, Mount Nittany Medical Center said in a statement.

IMPACT ON CRIMINAL CASE

Paterno's death may not significantly affect the case against Sandusky, but was more likely to weaken the criminal case against two university officials charged with perjury, legal experts said.

Paterno learned of at least one accusation against Sandusky in 2002, when graduate assistant Mike McQueary told Paterno he witnessed Sandusky molesting a boy of about 10 years old in the showers of the Lasch Football Building.

Paterno told university officials but not police, a decision that ultimately led to his downfall.

Paterno, in an interview with the Washington Post published on January 14, said he was uncertain how to handle the matter and trusted the university administration.

Paterno testified before the grand jury that he informed former athletic director Tim Curley about what McQueary told him. About 10 days later, McQueary testified, he was called to a meeting with Curley and university finance official Gary Schultz to discuss what happened.

Curley and Schultz both face perjury charges based on their inaction. Schultz also testified before the grand jury he was aware of the 1998 investigation of Sandusky.

University President Graham Spanier was fired along with Paterno, and Curley and Schultz stepped down.

"If he (Paterno) had known the devastation that this means, he would have reacted differently," said Peter Pelullo, founder of Let Go, Let Peace Come In, a support group helping some of Sandusky's accusers with counseling.

Because Paterno was not believed to have witnessed any purported abuse, his testimony would not have been crucial to Sandusky trial, said Paul Callan, a former prosecutor and criminal defense attorney.

But his death could set back the criminal case against Curley and Schultz because they will be denied the chance to cross-examine an important witness.

Max Kennerly, a Philadelphia trial lawyer who has followed the case, said Paterno's death was unlikely to alter any civil litigation being contemplated by Sandusky's accusers. If any were considering suing Paterno, they could just name his estate.

"Death doesn't change your status as a party," Kennerly said.

Gabrielle Giffords to Resign from Congress


Following an inspiring return to Congress in August - one that took place just months after she was shot in the head during a campaign event in Arizona - Rep. Gabrielle Giffords announced today that she is resigning from her position.

"A lot has happened over the past year. We cannot change that," Giffords said in a video on her website. "I don't remember much from that horrible day, but I will never forget the trust you placed in me to be your voice."

"Thank you for your prayers and for giving me time to recover. I have more work to do on my recovery. So to do what is best for Arizona, I will step down this week."

Giffords is expected to attend the State of the Union Address Tuesday and then submit a letter of resignation to House Speaker John Boehner and Arizona Gov. Jan Brewer.

The state will hold a special election to fill the Democrat's seat later this year.

In Jerusalem, national parks seen by Palestinians as a land grab (The Christian Science Monitor)

Jerusalem ? An Israeli government plan to create a greenbelt around Jerusalem, preserving the ancient city's natural beauty and archaeological wealth, is fueling opposition among Palestinians and their supporters as the project moves into a critical stage.

Israel says the parks plan is necessary for the public's benefit. It also fits into Jerusalem Mayor Nir Barkat's vision for bolstering tourism in Jerusalem, which, despite its storied history, gets only a fraction of the visitors of Paris or New York.

But critics say the parks amount to a land grab that consolidates Israel's grip on disputed East Jerusalem. The territory was annexed by Israel after the Arab-Israeli war of 1967 and declared part of its "eternal, undivided capital." But it is envisioned by Palestinians as the capital of their future state.

"People say, 'It's just a park,' but these parks change totally the political scope of Jerusalem and have a direct impact on the lives of Palestinians," says Hagit Ofran, who monitors Jewish settlements in Palestinian areas for the dovish Peace Now movement.

Efrat Cohen Bar, an architect at the progressive Israeli planning group Bimkom, which recently conducted a study of national parks in East Jerusalem, terms them "green settlements," which have the same effect of keeping Palestinians off the land and expanding Israeli control. Israel denies that as a motive behind the project.

The battle for East Jerusalem

The national parks strike at the heart of the battle over East Jerusalem because they are on or near territory with nationalistic, religious, or strategic resonance. Together, they could link and expand areas under Jewish control, from the old city through the heart of East Jerusalem to the West Bank settlement of Maale Adumim.

The next phase of the parks plan would turn East Jerusalem's largest remaining open area into Mount Scopus Slopes National Park, overriding Palestinian objections that the land is vital to relieve a housing crunch. It is to be created on what residents say is the only land available for the expansion of the crowded Palestinian neighborhood of Isawiya.

"This park will choke the people of Isawiya into a given area and prevent them from having a natural life," says Isawiya leader Darwish Darwish. "It prevents any development and progress." Isawiya's 15,000 residents currently live on 150 acres ? an area smaller than that of the planned park. Some 112.5 acres owned by Isawiya residents and 75 acres owned by residents of nearby Al-Tur are slated to become part of the park without any compensation to the owners, who would retain ownership.

Spearheading the national park drive is Evyatar Cohen, head of the Jerusalem district in the National Parks Authority and a former staffer for Elad, a hard-line settler group. The NPA, however, dismisses charges that the park is driven by any political motive. "The National Parks Authority is not a political body and its only interest is preserving nature and landscape values," says spokeswoman Osnat Eitan.

She stresses that "the importance of the area stems from the view to the desert, the heritage valuables in the area and the desert vegetation there despite many years of neglect. All the other eastern slopes of the mountain have undergone urban development, thus the importance of preserving this as an open area and in planning it as a national park."

The Jerusalem municipality, which is strongly backing the project, says the area of the park has "high archaeological importance," with sites dating back two millenniums. But Emek Shaveh, a group of dovish Israeli archaeologists, disputes that and counters that archaeology is being misused to boost Israeli claims in the larger battle for East Jerusalem.

Ancient monasteries and burial caves

When archaeological finds of similar worth were made in areas earmarked for Jewish neighborhoods, development proceeded and there was no declaration of the area as a national park, Emek Shaveh wrote in a recent report.

By local standards, there is nothing extraordinary in the Mount Scopus park area or in a neighboring swath of East Jerusalem, the Tsurim Valley, that was turned into a national park, the group says. "Ancient monasteries, burial caves, and industrial and agricultural facilities have been found in almost every neighborhood and settlement built in and around Jerusalem in the last 40 years," Emek Shaveh noted.

Emek Shaveh, joined by Peace Now, says the real reason the park is being built is strategic: to create Israeli contiguity between the old city and the highly sensitive area known as E1 on the outskirts of Maale Adumim, connecting the two via the Tsurim Valley park.

"There is no justification to have a park there," says Ms. Ofran. "Its only purpose is to connect the Holy Basin and E1." Critics of the project stress that if Israel one day builds settler housing in E1, Maale Adumim will be linked through the park to Jerusalem in a major boost for Israel in the battle over East Jerusalem and a setback to Palestinian hopes of having a viable future state.

But Jerusalem city councilor Yakir Segev, from Mayor Barkat's party, denies there are ulterior motives behind the Mount Scopus Park plan, which was posted for public objections in November and still needs to be passed by a committee affiliated with the Interior Ministry.

Mr. Segev, the former city councilor for Arab affairs, concedes Isawiya residents would be hurt by the park. But he denies the city has a policy of limiting Arab growth, saying new plans have been drawn up for expansion of two Palestinian neighborhoods, Jabel Mukaber and Arab al-Sawahra.

"There is no conspiracy here," Segev says. "And this [park] is not being done because the people being impacted are Arabs."

Most experts agree that the minimum acceptable level of PC security must include at least antivirus and firewall protection. If you've found a favorite free standalone antivirus, what you need is a free firewall like Comodo Firewall 5 (free) to pair with it. But be warned, Comodo comes with a lot of baggage above and beyond the typical firewall. If you don't like firewall popup queries, you may be staggered by the even more complex queries from its behavior-based Defense+ component.

One thing you won't have to worry about is wading through screen after screen of installation options. The initial screen offers to switch your system's DNS to Comodo SecureDNS and lets you choose whether to submit unrecognized programs for cloud-based behavior analysis. With one click you agree to the license agreement and start the installation?simple! Note, too, that it's free for both personal and business use.

Straightforward Firewall
As expected, the firewall stealthed all the test system's ports and passed the port scans and other Web-based tests I threw at it. However, I was surprised to find that after these tests the summary screen still reported zero intrusions blocked and that the firewall event log was empty.

The firewall has five security levels for controlling how programs access the network, or three if you skip the extremes of blocking all traffic and blocking no traffic. In the default Safe Mode, it blocks outbound connections and allows inbound connections for known safe programs, creating a rule so the safe program will always be able to connect. If it detects an unknown program it asks the user whether to allow or block the connection and, by default, creates a rule to remember the answer.

The less strict Training Mode should only be used on a computer that's guaranteed clean. In this mode the firewall allows all inbound and outbound traffic by any program, and also creates a rule so that the connection will always be allowed.

Why create rules? When you choose the stricter Custom Policy level, only connections for which rules already exist are permitted. For any other connection the firewall queries the user. Running for a while in Safe Mode or Training Mode cuts down the number of popups. You can also manually mark any program as trusted or blocked.

Do note that by default you'll get no popup alerts regardless of the security level, because by default the program suppresses popup firewall alerts and treats them as if you chose to allow the connection. Most users have no idea whether to allow or block a given connection. Some just always allow it. Others start by blocking everything but switch to allowing everything after they disable something important. Perhaps Comodo's always-allow default is just a pragmatic nod to what actually happens.

I'm not impressed with firewalls that push security decisions off on the user. Advanced firewalls like those found in Norton Internet Security 2012 ($69.99 direct for three licenses, 4.5 stars) and Kaspersky Internet Security 2012 ($79.95 direct for three licenses, 3.5 stars) automatically configure permissions for millions of known good and bad programs and make their own determination on how to handle unknowns. ZoneAlarm Free Firewall 2012 (free, 4.5 stars) is more like Comodo in that it asks the user how to handle unknowns, but it, too, has a database of millions. ZoneAlarm popups are relatively rare.

Comodo Firewall's program control is overshadowed by its Defense+ module, a kind of behavior-based malware detection that I'll describe in detail later in this article. Defense+ proved effective against leak tests, programs that attempt to connect to the Internet behind the firewall's back. I consider a product successful if it detects the attempt, since the whole purpose of leak test techniques is to connect invisibly. Comodo detected sneaky actions like trying to modify Internet Explorer in memory, trying to launch and control IE, or trying to modify a program's user interface in every case, even one that got past ZoneAlarm.

It's worth noting, though, that leak test control is only necessary when firewall program control relies either on simple rules or on user queries. Norton and Kaspersky ignore leak tests because analysis shows they're not actually malicious.

Like ZoneAlarm, Comodo Firewall didn't actively detect or block any of the thirty-odd exploits generated by the Core IMPACT penetration tool. Norton and Kaspersky block exploit attacks at the network level. When last tested, Norton blocked all of them and identified almost all by name.

Unfortunately, this firewall isn't quite as well-hardened against attack as ZoneAlarm. I couldn't kill it using Task Manager, and I couldn't stop its essential Windows service. However, setting the service's startup type to disabled and forcing a reboot disabled the firewall. It visibly launched, but its protection never started.

The basic firewall settings are fairly general, and accessible to non-expert users. Even so, most users shouldn't change the defaults. Clicking Network Security Policy brings up a dialog with a vastly more complex set of options. If you can look at a line like "Allow ICMP In from MAC Any To MAC Any Where ICMP Message Is TIME EXCEEDED" without fainting, then you may be qualified to review and adjust these settings.

(AP) ? From year to year and game to game, the Cleveland Indians never knew what to expect from Fausto Carmona.

On Thursday, he stunned them again.

Carmona, the Indians' opening-day starter last season, was arrested in the Dominican Republic for allegedly using a false identity. Officials in his native country are contesting his real name and birthdate.

Police spokesman Maximo Baez Aybar said Carmona was arrested in Santo Domingo outside the U.S. consulate, where he had gone to renew his visa. Carmona had played winter ball in the Dominican as he prepared to report to the Indians' training camp in Goodyear, Ariz., next month.

At this point, his future with the club is uncertain.

Aybar said Carmona's real name is apparently Roberto Hernandez Heredia and he's 31, three years older than the pitcher claimed. The Indians list Carmona's birthday as Dec. 7, 1983, in their 2011 media guide.

"We were recently made aware of the situation that occurred today in the Dominican Republic and are currently in the process of gathering information," Indians general manager Chris Antonetti said. "We are not prepared to make any additional comment at this time."

Carmona's agent said he was caught off-guard by the arrest and that there are Dominican lawyers working on the player's behalf. He did not disclose the names of the lawyers.

"This took us by complete surprise," agent Jay Alou said. "What we have to do now is wait to find out the process that has to be done with the consulate with this new identity in order to see if he can get a new work visa."

Carmona's arrest is the second involving a major leaguer in four months in a false identity case. Miami Marlins reliever Leo Nunez was arrested in September. Last month, an apologetic Nunez said he falsified his identify when he was young so he could play professional baseball. Nunez's real name is Juan Carlos Oviedo and he's 29, a year older than listed in the Marlins' media guide.

Carmona's career in Cleveland has been one of extremes.

After going 1-10 in 2006, the right-hander with a wicked slider came out of nowhere to win 19 games in 2007, shocking the Indians who had briefly experimented with him as a closer. Carmona, though, followed up with a disappointing 2008 season, and in 2009 the club sent him to the lower minors to work on his mechanics.

Carmona rebounded to win 13 games in 2010 in manager Manny Acta's first season. Although he went just 7-15 last season, Carmona stayed healthy, didn't miss a start and was expected to be part of the starting rotation this season. The Indians picked up his $7 million option for 2012 in October.

The Indians signed Carmona to a four-year contract in 2008. The club has options on him for 2013 at $9 million and 2014 at $12 million.

Cleveland signed Carmona as a free agent in 2000.

Oprah Winfrey's guards scuffle with Indian media (AP)

NEW DELHI ? Indian police briefly detained three of Oprah Winfrey's bodyguards after they scuffled with local TV journalists Thursday, a news agency reported.

The American talk-show host had been traveling with both American and Indian bodyguards while visiting the Hindu pilgrimage town of Mathura, about 90 miles (145 kilometers) south of Delhi.

Press Trust of India said police detained three of the guards after local journalists said their video equipment had been damaged in a brawl. No one was reported hurt, and there was no indication that the American bodyguards were involved.

The three guards were released after apologizing in a letter to the journalists, PTI said.

It is Winfrey's first trip to India, where she has been filming her new show "Oprah's Next Chapter."

Earlier this week, she delighted Mumbai locals by wearing a bright orange sari while meeting with Bollywood stars including Amitabh Bachchan, Shah Rukh Khan and Aishwarya Rai at a private party.

She also visited the Taj Mahal on Thursday, and she is due to attend the Jaipur Literature Festival that begins Friday.
